What this program does
Prevention keeps water out. Resilience makes water cheap.
If water ever does get in, a resilient basement is a mop-up job instead of a five-figure insurance claim. The City pays half the cost of getting there.
Eligible upgrades include:
- ✓Water-resistant flooring and wall materials
- ✓Raised electrical outlets and equipment
- ✓Moisture alarms
- ✓Exterior grading away from the foundation
- ✓Foundation damp-proofing
- ✓Steel window wells and covers

Eligibility
One rule decides everything: the proof
- ✓Your home is an eligible residential property in Mississauga (same base rules as the prevention program: registered individual owner, no outstanding City taxes).
- ✓Your home flooded during an intense rainfall event on or after July 8, 2013.
- ✓You can document it: an insurance claim, City/311/Councillor correspondence, cleanup invoices, or date-stamped photos.
Before you write yourself off: search your email for 2013-era insurance correspondence, check your insurer's online claim history, and ask whether previous owners left documentation. Qualifying is worth up to $3,000 — the search is worth an evening.

What to know before you count the money
Limited annual funding
The program runs on a yearly budget and the City can pause or cancel it at any time. If you have proof in hand, don’t sit on it.
50% up to $3,000
Calculated on eligible, tax-in costs. The rebate is a reimbursement — you pay for the work, the City mails the cheque, typically 8–10 weeks after approval.
It stacks with the other programs
Flood Resilience adds to the $7,500 prevention program and Peel's backwater valve rebate — that's how the combined maximum reaches $12,000.
Resilience ≠ prevention
These upgrades make a flood cheaper; they don’t make it less likely. The City designed this program to pair with the prevention rebates — and so do we.

Why July 8, 2013?+
That was the date of the storm that dropped a month of rain on the GTA in hours and flooded thousands of basements. The City wrote the date into the program: only homes that can document flooding from an intense rainfall event on or after July 8, 2013 qualify for this particular rebate.
What counts as proof of flooding?+
An insurance claim for the flood (the strongest evidence), correspondence with the City, 311 or your Councillor about it, cleanup or restoration invoices, or photos with date metadata. Dig through old email and insurance portals before deciding you have nothing — a claim confirmation from 2013 counts.
What upgrades does it pay for?+
Making the basement survive water rather than keeping water out: water-resistant flooring and wall materials, raised electrical, moisture alarms, exterior grading, foundation damp-proofing, and steel window wells and covers — 50% of eligible costs, up to $3,000.
I can't prove my home flooded. Am I out of options?+
Not remotely — you just start with a different (and bigger) program. The City's Basement Flooding Prevention Rebate pays up to $7,500 for a sump pump package with no flood-history requirement at all. Prevention first; resilience if and when you qualify.
Can I combine it with the other rebates?+
