Waterproofing vs Flood Prevention: What Rebates Actually Cover

These two get sold interchangeably, and they are not the same. Getting the distinction wrong is how people end up with a large invoice and a rejected claim.

Flood prevention — what municipalities fund

This is plumbing work on the drainage system:

• Backwater valve on the sanitary lateral
• Sump pit and pump
• Weeping tile disconnection from the sewer, and reconnection to the sump
• Discharge piping
• Permits, inspections and the assessment

It stops water arriving through the pipes, and it takes load off the municipal sewer. That second part is why cities pay for it — your work benefits the whole street.

Waterproofing — mostly not funded

This is building envelope work:

• Exterior excavation and membrane on the foundation wall
• Interior drainage board and sealing
• Crack injection
• Parging and damp-proof coatings

St. Catharines is explicit that waterproofing and foundation or structural work are not covered. Niagara Falls excludes interior finishes and exterior restoration. Halton's subsidy is aimed squarely at the weeping tile and sump work.

The one significant exception

Mississauga's Flood Resilience Rebate does fund envelope and finish work — waterproof membranes and coatings, foundation repair, weeping tile repair, waterproof flooring, moisture-resistant wall panels — at 50% up to $3,000.

But it is only open to homes that flooded on or after 8 July 2013, with proof: an insurance claim, a 311 record, or timestamped photos. It is a rebuild-better programme, not a prevention one.

Which does your house need?

If water comes up through a floor drain during storms, that is the sewer, and prevention plumbing is your answer. If water seeps through the wall, at the floor-wall joint, or through a visible crack, that is the envelope — and mostly not funded.

Plenty of homes have both. The order that usually makes sense is prevention first, because it is the part somebody else pays for.

Before you sign anything

Ask any waterproofing quote which specific rebate line item each element falls under. If the contractor cannot answer, that is your answer.
