Short answer: yes. And in every basement flooding rebate programme in this region, no permit means no reimbursement — regardless of how well the work was done.

What permit, exactly

For this kind of work it is usually a plumbing permit rather than a full building permit, though the naming varies by municipality:

• St. Catharines: a Plumbing-Only permit. All work must be completed under a valid one.
• Niagara Falls: a building permit, obtained before starting any work, with a Building Department inspection afterwards.
• Halton Region: permit costs are an eligible expense, and the inspection sign-off forms part of the claim.
• Mississauga: building permits are covered inside the rebate cap.

The sequencing trap

This is where people lose money. In most programmes the permit has to be pulled before work begins, and in the pre-approval programmes the application has to be approved before that.

Niagara Falls is explicit: obtain a building permit before starting any work. St. Catharines requires everything to run under a valid permit. If a plumber offers to do the job cash and sort the paperwork later, that is not a shortcut — it is the rebate gone.

Halton is the exception worth knowing about: there is no pre-approval, and claims are accepted up to a year after the work is finished. But the permit and the inspection sign-off are still part of the claim documentation.

Who pulls it

Your licensed plumber normally applies for it. A permit also requires that a licensed plumber does the plumbing work, in accordance with the Ontario Building Code — that is a condition in every programme here, and it is not one you can work around with a handy relative.

Why the inspection matters to you

Beyond the rebate, the inspection is the only independent confirmation that the valve was installed the right way round, that the discharge runs somewhere sensible, and that the work will not fail in the storm it was bought for.

You are relying on this equipment on the worst night of the year. The inspection is the cheapest insurance in the job.
