Ontario Flood Rebate Deadlines and Funding Limits: A 2026 Comparison
The programme that pays most is also the most forgiving on timing. The one that pays least will disqualify you for starting a week early.

Four municipalities near us run basement flooding programmes, and their timing rules differ enough that a habit learned in one city will cost you money in another. Here is the comparison.
Halton Region — the most forgiving
- Pre-approval: not required
- Claim window: within one year after the work is completed
- Payment: cheque four to six weeks after a completed application
You can do the work first. If you had qualifying work done in the last twelve months and never claimed, you may still be in time.
Niagara Falls — approval first, and funding runs out
- Pre-approval: required. No work before the application is approved.
- Approval validity: six months from review
- Funding: first-come, first-served, subject to available funds
- Payment: about six weeks after claim documents are received
Two clocks: the six-month approval expiry, and the annual budget. When the budget is committed, eligible applications stop being funded.
St. Catharines — approval first, funding not guaranteed
- Pre-approval: apply before committing to the work
- Funding: the City states that meeting eligibility does not guarantee funding, and completing eligible work does not guarantee reimbursement
- Payment: four to six weeks after documents are submitted
Mississauga — pre-approval, then a completion window
- Pre-approval: required before any eligible work begins
- Completion: final approval must be requested within six months of pre-approval
The Flood Resilience rebate additionally requires documented flooding on or after 8 July 2013.
The one rule that applies almost everywhere
Except in Halton, work started before approval is not eligible. There is no appeal and no discretion. It is the single most expensive mistake in this whole category, and it is entirely avoidable.
What to do about it
Get the application in before you book a plumber, unless you are in Halton. It costs nothing to apply, and in the programmes with finite funding, earlier is straightforwardly better.
