The most generous of these programmes: it covers most of the bill rather than a set share of it. Get your weeping tile off the sanitary sewer, put a sump pump in its place and a backwater valve on the line, and the City covers the eligible cost of each up to its own cap.

Single-family detached or semi-detached homes in the Niagara Falls urban area, connected to the municipal sanitary sewer. The two caps are separate, not a shared $5,200 pot. One rebate per property, and funding is first-come, first-served while it lasts. Your approval is good for 6 months, and the money arrives about 6 weeks after your claim documents are in.

Your foundation drain probably still empties into the sanitary sewer — an arrangement that pours groundwater into a pipe meant for waste, and helps cause the surcharge that backs up into basements. This work cuts that connection for good.

Where the water goes instead

A pit cut into your basement floor with a submersible pump inside. Once the weeping tile stops draining into the sewer it has to drain somewhere, and this is it — collected and pumped out to the ground surface, away from the foundation.

Backwater Valve

Open under normal conditions so the line drains and rods as usual. The moment sewer pressure reverses during a storm, the flap swings shut and blocks sewage from entering the house.

Sump Pump

Sits in a pit beneath the basement floor and takes the groundwater your weeping tile collects once it stops draining into the sanitary sewer, pumping it clear of the foundation.

Why the City Is Handing This Money Out

Weeping Tile Is Overloading the Sewer

Older Niagara Falls homes still drain their foundation tile into the sanitary sewer. Every one of those connections pushes groundwater into a pipe already at capacity — which is what surcharges it and backs sewage into basements.

Cheaper Than New Sewers

Paying homeowners to take that groundwater out of the system costs the City far less than upsizing the sewers to carry it. That is why the money is there, and why it goes as far as it does.

A Flood Costs Far More Than This

Remediating a flooded basement — mould, flooring, drywall, electrical — runs many times what this work costs. And sewer backup is excluded from most standard insurance policies unless you have bought a specific rider.

How It Works

Apply & Get Inspected

You submit the application. City staff book a preliminary inspection, check the property against the criteria, and email you the decision. Approval is good for six months.

Permit, Then Work

You retain a licensed plumber and the building permit is pulled before anything starts. The work is done to Ontario Building Code and the Building Department inspects it.

Claim

You pay the plumber in full, then submit the claim: detailed receipts, the building permit, the inspection report and your direct deposit details.

Money Back

Once the work has passed inspection and your documents are in, the rebate is issued in about six weeks — up to $5,200 of a job you have already paid for.

You hire and pay the plumber — the City does not do that part, and it does not endorse anyone. What the City does is inspect the property, confirm the scope is eligible, and send the money once the work has passed inspection. Read the City's own program page ↗ or call them on 905 356 7521.
