Toronto Basement Flooding Rebate: How to Get Up to $3,400 Back from the City
The City of Toronto will pay up to $3,400 toward flood-proofing your basement — covering backwater valves, sump pumps, and more. Here is what qualifies and how to claim it.

Most Toronto homeowners do not know this program exists. The City of Toronto Basement Flooding Protection Subsidy Program reimburses homeowners for the cost of installing flood protection measures — and the amounts are significant.
What the Program Covers (2026)
The subsidy covers up to 80% of the cost (including labour and materials) for qualifying installations, up to these maximums:
- Backwater valve (mainline): up to $1,250
- Backwater valve (secondary): up to $250
- Sump pump: up to $1,750 (when installed with a backwater valve)
- Flood-proofing window wells: up to $105 per window well
- Severance of foundation drain: up to $385
A homeowner installing a backwater valve, sump pump with battery backup, and two window well covers could claim the maximum of approximately $3,400.
Who Qualifies?
- Must be a residential property in the City of Toronto (not Mississauga, Brampton, etc. — though those municipalities have similar programs)
- Must be an existing building (new construction does not qualify)
- Property cannot have received this subsidy in the past 10 years
- Work must be performed by a licensed plumber
- A building permit may be required for certain installations (we handle this)
How the Process Works
- Contact a licensed plumber to assess your home and confirm what is eligible
- The plumber pulls any required permits
- Work is completed and inspected
- Submit the subsidy application with invoices and inspection records to the City
- The City reimburses you directly — typically within 4–8 weeks
What About Mississauga, Brampton, and Other GTA Municipalities?
Each municipality runs its own program with different coverage amounts and rules. The Region of Peel (covering Mississauga and Brampton) has a similar program. Vaughan, Markham, and other York Region municipalities also offer subsidies. The amounts vary — call us and we will help identify what applies to your address.
Does a Backwater Valve Actually Work?
Yes — a properly installed mainline backwater valve (also called a backflow preventer) is highly effective at preventing sewage backup during heavy rain events. It allows water to flow out normally but closes automatically if reverse flow is detected. It is one of the most impactful single improvements you can make to protect a GTA basement.
